Overall purpose:
Contribute to the implementation of the development policy of the European Union in Uganda. The job holder shall assist in managing projects in support of good governance and accountability. Functions & duties:
Project management
• Provide support to democratic governance and accountability programme and related projects. This includes the validation of calls for tender, call for proposals, contracts and payments prepared by the unit.
• Ensure appropriate evaluation and reporting on programme / project execution.
Delegation’s project cycle management
• Contribute to the smooth running of the Delegation’s governance and accountability programmes.
• Assist with all aspects of the procurement processes (drafting Terms of Reference, launching tenders, etc.).
• Monitor: when requested attend management and monitoring meetings, evaluate and contribute to progress reports and propose action if and when needed.
• Validate payments on operational level.
• Contribute to the evaluation of project.
• When requested assist in maintaining contacts with other donors active in Uganda.
• Give the “operational visa” on any document where required.
• Follow up actively on closures (individual and global level) of older projects.

Job requirement
PROFILE • The ideal candidate will have project management skills, in particular knowledge of EDF rules and procedures and project administration under EDF.
• S/he will need at least 2 years experience in project administration / accountancy
• Experience in the fields of governance and/or accountability would be an asset.
• Education: Graduate in relevant discipline
• Effective analytical skills and problem solving skills
• Excellent interpersonal skills
• Computer literate
• Language: fluent in English
