OFFICE OF THE PRIME MINISTER LATEST JOB VACANCY IN UGANDA: RECRUITMENT FOR FINANCIAL MANAGEMENT SPECIALIST

About this job

The Government of Uganda has received a credit from International Development Association/World Bank towards the cost of the Second Northern Uganda Social Action Fund (NUSAF2) Project and intends to apply part of the proceeds to payment for a contract for the selection of individual consultants for the positions outlined below. Selection will be conducted in accordance with the World Bank's Guidelines: Selection and Employment of consultants by World Bank borrowers (May 2004 revised October 2006 and May 2010 version)

1. Title: FINANCIAL MANAGEMENT SPECIALIST Reports to: Principal Accountant/OPM Supervises: Accounts Assistants

(a) JOB PURPOSE
To provide technical support to the Principal Accountant/Office of the Prime Minister in Managing and monitoring financial activities of the Project as specified in the Financing Agreement and line with GOU financial Regulations and NUSAF 2 Operations Manual.

(b) KEY RESULT AREAS:
(i) Developing financial plans and budgets for tin project In consultation with the Principal Accountant;
(ii) Managing disbursement of funds to NUSAF2 sub projects in liaison with Principal Accountant
(iii) Preparation of Quarterly and annual financial Reports;
(iv) Development and implementation project internal controls for management of project financial and physical resources;
(v) Periodical evaluation of NUSAF financial performance;
(vi) Reporting periodically on financial programme activities
SPECIFIC DUTIES AND RESPONSIBILITIES
(i) Carry out the day-to-day financial operations of the project in consultation with the Principal Accountant;
(ii) Compile quarterly and annual budgets, monitor and report on financial trends, and prepare replenishment applications.
(iii) Produce within agreed time frames and in standard formats, monthly financial statements and financial management reports for management decision making,
(iv) Assist the Principal Accountant in the preparation of quarterly and annual reports, for presentation to the PRDP-TWG and other interested parties by providing the required financial and administrative data,
(v) Assist the Principal Accountant in preparation of financial records and financial reports to facilitate management of external audits and internal reviews,
(vi) Assist the Principal Accountant in place and implement adequate internal controls for management of project financial and physical resources to ensure effectiveness, efficiency and economic use of the resources,
(vii) Assist the Principal Accountant to evaluate NUSAF2 financial performance against projected Government of Uganda and donor funding obligations for the determination of expenditure priorities and the timely replenishment of funds.
(viii) Assist the Principal Accountant to manage disbursement of all funds to sub-projects (according to pre-determined tranches) to ensure that the Government of Uganda and donors' standing instructions are adhered to, thereby safeguarding NUSAF2 interests against fraud, thefts and financial mismanagement.
(ix) Assist the Principal Accountant to coordinate the accounting and financial reporting arrangements for Districts under NUSAF2.
(x) (\) In consultation with the Principal Accountant liaise with the desk officers in various ministries and institutions on financial matters, particularly the Permanent Secretary/Secretary to Treasury, Auditor General, and the Accountant General.

Job requirement

(d) PERSON SPECIFICATION
(i) Honors degree in Commerce, Business Administration, Accounting, Finance, or its equivalent from a recognized university. A post graduate qualification in Financial Management or a related field is an added advantage.
(ii) Full accounting qualification e.g. CPA, ACCA, CIMA or equivalent.
(iii) Masters degree in accounting from a recognized university/ institution is an added advantage.
(iv) At least 8 years of practical experience in financial management or related accounting duties in a busy public or private organization,
(v) The candidate should be computer literate and will be tested for computer literacy including computer skills in computerized financial accounting packages,
(vii) Experience in financial and accounting procedures or GOU/Donor funded projects Is an essential requirement
(viii) Ability to prepare and interpret financial statements and books of account, including management accounts
(ix) High level of interpersonal and management skills and ability to work with teams at all levels.
(x) An exposure in management of social funds is an essential requirement
