PROGRAMME OFFICER-SMALL GRANTS
The African Palliative Care Association (APCA) is a non¬governmental organisation based in Kampala, Uganda. The organisation exists to ensure that palliative care is underpinned by evidence, widely understood
and integrated in all health systems across Africa to reduce pain and suffering associated with life limiting illnesses. APCA works through a network of national, regional and international partnerships.
We are currently seeking a self- directed and highly motivated individual to join our staff as a Programme Officer -Small Grants who will be responsible for coordinating APCA's Small Grants programme.
Job Summary:
The post holder is responsible, under the supervision of the Programmes Manager for and managing, coordinating the APCA's Small Grants programme and providing/sourcing technical support in palliative care and organisational development for the grantees. The post holder will be based at the APCA Secretariat in Kampala, Uganda.
1) Main areas of Responsibility:
The Programme Officer will provide overall coordination and administration of APCA Small Grants programme as stipulated by the application and administration guidelines. This role will involve the following activities:
• Coordinating the call for application process and ensuring that information relating to this is well disseminated to all potential applicants.
• Coordinating the review of grant applications and responding to enquiries from applicants and grantees.
• Preparing approval letters and agreements to successful grantees
• Timely processing documents for the disbursing of funds to the successful grantees.
• Review of grantee accountabilities and financial reports for donors
• Ensuring that there is technical support for grantees when required - provided directly by the APCA staff for this programme or by other technical staff and experts within and outsfde APCA.
• Developing and supporting the existing small grant programmes in line with APCA's small grants guidelines and the interest of the various donors.
• Annual reviews of APCA's small grants guidelines based on lessons and experiences of managing the programme.
• To support resource development in order to expand the small
Grants Programme.
• To undertake other duties within APCA as may be reasonably requested by the Line Manager.
• To promote the APCA's vision and mission of and ensure that these are reflected within all areas of responsibility

Job requirement

2) Education and experience:
The person is expected to hold a degree in a relevant discipline in social sciences, or a similar field. The candidate must also:
• Have a good understanding of programme management, mentorship and financial management
• Should have a minimum of 4 years programme and financial management experience in a busy Non Government Organisation.
• Excellent computer skills including Excel and Word
• At least certificate in finance management for non- financial managers will be an added advantage.
3) Aptitude:
■ Be able to work well with others and work as a team, with the following qualities:
• Good oral communication and interpersonal skills;
• Good written communication skills;
• Good organisational skills;
• Be a self-starter and able to work independently
4) Terms and salary:
One year renewable contract.. APCA will offer a competitive salary commensurate with the candidate's skills and experience.
