DRT LATEST JOB VACANCY IN UGANDA: RECRUITMENT FOR Policy analyst: Economic policy and Livelihoods (VACANCIES IN UGANDA 2011)

Background Information:

Economic policies are key drivers of growth and, in some instances, development. They are, however, often wrongly assumed to be universally beneficial, neutral and with similar impacts to all people. For a large number of African countries these policies are not only drivers of growth – they have wider implications on the performance of key development sectors. Thus education, health, governance, infrastructure or other
outcomes rely much on the quality of such policies and the synergies they create with these and other sectors. Uganda and the other east African countries (Kenya, Rwanda, Burundi and Tanzania) are in the process of establishing an integrated economic union, the east African Community, with one customs union, monetary union and ultimately political federation. A range of key social development sectors are also being harmonised in the region. However, the integration objectives are sometimes not at par with the economic policy realities, thus necessitating good analysis of existing and projected economic policies. Further, little attention to-date has been paid to poverty eradication as a deliberate and primary objective of economic growth and development. This is particularly revealed by evidence of consistent growth, but this happening side by side with growing inequality and deepening poverty.

About Development Research & Training (DRT): Development Research and Training (DRT) is a Uganda-based Not-for-Profit organisation established in 1997 to undertake policy research and analysis that informs pro-poor policies and programmes. The organisation’s overarching objective is the elimination of all forms of poverty, particularly chronic poverty. DRT has identified four broad programme areas namely: Economic Policy and Livelihoods (EPL); Social Policy (SP) Governance and transparency; (GT) and Capacity Building and Institutional Development (CBID).

The objective of the Economic Policy and Livelihoods programme area is to contribute to the evolution of development policies and practices in Uganda and other East African countries that are engendered by rigorous economic analysis. A key objective is to promote independent and good quality research that contributes to inclusive growth in the region.

The job of Policy Analyst - Economic Policy and Livelihoods

The position of Policy Analyst (EPL) has just been re-established within DRT and its holder will ultimately work with a team of two people, first to outline the priorities for the programme and to determine method of work for the EPL programme. S/he will also be expected to develop capacity for economic analysis among colleagues as well as ensure that key deliverables are met. The EPL programme compliments work which is undertaken by the other three programme areas. It is also key to the achievement of DRT’s overall strategic objectives.

Due to increased interest in the East African countries for analysis of resource flows (both domestic and external) the incumbent will be expected to have good data analysis skills as well as the ability to understand, analyze and suggest improvements to the existing economic growth models for Uganda and countries in the East African community. They should also have interest in analysing the chain of resource flows while at the same time supporting colleagues to develop messages for changes to policies and practice.

It is against this background that DRT seeks to fill the position of Policy Analyst, Economic Policy and Livelihoods. The job location is in Kampala, Uganda.

The purpose of the Job:

As the Policy Analyst - Economic Policy and Livelihoods., you will report to the Deputy Executive Director (DED) /Programmes Director. You will be fully responsible for developing, fundraising, implementing and monitoring of programmes and projects that contribute to realisation of the overall thematic objectives.

Task Description includes:

i. Identifying priorities for the EPL programme area and agreeing on these with the Deputy Director, Programmes;

ii. Being responsible for management of the thematic team in monitoring their performance, coordinating their work, ensuring quality control and giving technical direction.

iii. Conducting qualitative and quantitative economic policy research.

iv. Working with the programme team to derive policy recommendations from research and assist in the development and implementation of an evidence-based advocacy strategy for the theme.

v. Ensuring the EPL theme’s coherence and alignment with DRTs, vision, mission and goals.

vi. Providing supervision, training, mentoring and support to junior analysts and building their capacities to effectively deliver on programmes.

vii. Appraising programme officers working under his/her theme and develops capacity development plans as necessary.

viii. Overseeing management of the programme budget and ensuring that appropriate financial management is carried out in compliance with donor requirements;

x. Fostering collaboration and partnership with other stakeholders engaged in Aid and economic related issues at national, regional and international levels.

xi. Effectively represent DRT at local, national and international foras as authorized.

Person Specification

Education and training:

1. A post graduate qualification in economics, development studies, or a related field (with specific skills in quantitative analysis).

2. An established record in economic research and analysis. .

3. Knowledge of project design and management, budget development and management.

4. Knowledge of poverty and policy analysis, research and familiarity with DRT’s key thematic areas including social policy, economic policy and livelihoods, capacity building and institutional development and governance.

Experience

· Minimum of 3 years working experience in a not-for-profit or independent research environment and 2 years line management experience, program design and delivery;

· Demonstrated experience in economic analysis.

· Demonstrable capacity to network and build effective partnerships.

Desirable

· Ability to work in a multi-cultural environment;

· Willingness and/or experience to work in one or more countries in the East African region;

Competencies

· A proven track record of delivering high-quality results.

· High flexibility, strong team working and networking skills and ability to work with a range of internal and external partners, including effectively managing collaborative partnerships;

· Effective interpersonal and communication skills.

· Strong IT and Information Management Skills;

· Decisive; quick in assessing and making informed decision.

· Personal integrity
