About Development Research & Training (DRT): Development Research and Training (DRT) is a
Uganda-based Not-for-Profit organisation established in 1997 to undertake policy research and analysis that informs pro-poor policies and programmes. The organisation’s overarching objective is the elimination of all forms of poverty, particularly chronic poverty. DRT has identified four broad programme areas namely: Economic Policy and Livelihoods (EPL); Social Policy (SP) Governance and transparency; (GT) and Capacity Building and Institutional Development (CBID).

The job of Deputy Executive Director (DED) /Programmes Director

The holder will work with a team of three senior programme officers and 3 programme officers. The Deputy Executive Director (DED) /Programmes Director is accountable for DRT’s leadership and managerial guidance on policy research and programme initiatives. He/She will also be accountable for programme coordination, and management of all phases of programme formulation, planning, design, and implementation. The Deputy Executive Director/Programmes Director provides leadership and strategic direction in the planning, formulation and implementation of DRT’s programmes and its activities in line with national development priorities and consistent with the organization’s goals, strategy, and priorities. The DED also represents DRT in-country and internationally and networks with a wide range of stakeholders in order to promote and help achieve DRT’s vision.

Duties and Responsibilities:

1. Works closely with the Executive Director and all Senior Programme Officers to identify and develop programme funding opportunities.

2. Ensures programme coherence and alignment with DRT’s Vision, Mission and Goals.

3. Ensures programmes are planned, implemented, monitored and evaluated to achieve the anticipated strategic outcomes and impact.

4. Takes responsibility for the quality of programme work, ensuring that current best practices are reflected in all programmes.

5. Strengthens existing partnerships by building partner capacity and ownership and develops new partnerships to help promote DRT’s research and advocacy work.

6. Takes overall responsibility, in discussion with the Executive Director, and with the support of the board members, for the recruitment, development and retention of programme staff.

Person Specification

Education and training:

1. Post graduate qualification in development studies, social sciences or relevant field.

2. An established record in policy research and analysis. .

3. Knowledge of project design and management, budget development and monitoring, resource management,

4. Knowledge of poverty and policy analysis, research and familiarity with DRT’s key thematic areas of social policy, economic policy and livelihoods, governance and transparency and capacity building and institutional development.

Experience

1. Minimum of 5 years working experience in an NGO environment and 3 years line management experience;

2. A proven track record of successfully developing proposals and securing funding from institutional donors.

3. Excellent report writing skills.

4. Demonstrable team spirit and proven capacity to network and build effective partnerships.

· Effective interpersonal and communication skills - (both oral and written)

· Decisive; quick in assessing and making informed decision.

· Personal integrity

· Computer literate - Excel and Word
