CHEMONICS LATEST JOB VACANCIES IN ITOCRUITMENT FOR SENIOR MONITORING AND EVALUATION OFFICER ( VACANCIES IN UANDA 2011)

Chemonics International, a Washington DC based consulting firm, seeks a qualified candidates to fill the position of Senior Monitoring and Evaluation Specialist (one year contract) for the Monitoring and Evaluation Agent for Civil Society Fund (CSF MEA) project. The purpose of the CSF is to bring together multiple
donor funds and disperse grants to civil society that are aligned with national plans and decision taking processes and enable an effective, scaled up, and comprehensive response to HIV/AIDS and The MEA Project works under the oversight of the CSF Steering Committee and in close collaboration with Uganda AIDS Commission (UAC), Financial Management Agent (FMA), Technical Management Agent (TMA), line ministries and other key stakeholders. The CSF MEA is responsible for developing and strengthening an M&E system in line with national strategies, and strengthening the capacity of Civil Society Fund grantees to undertake monitoring and evaluation.

These positions are based in Kampala, Uganda and require relevant work experience and appropriate educational background.
Position Description and Required Competencies:
The Senior Monitoring and Evaluation Specialists work- under the Supervision of the Senior M&E Advisor and in close collaboration with the Senior Quality Assurance Advisor and Senior Database Manager to strengthen CSF M&E system, coordinate sub-grantee reporting, provide M&E technical •assistance to CSF sub-grantees, conduct project performance assessments and ensure regular data analysis and use.

Responsibilities/Duties:
1. Support the strengthening of the M&E system for CSF sub-grantees that includes designing CSF indicators, data collection and reporting tools as well as other M&E tools
2. Provide M&E technical assistance to CSF sub-grantees on reporting indicators, data collection tools, reporting formats and other monitoring tools.
3. Conduct M&E technical reviews of proposals from CSF sub-grantees
4. Work with the technical team to analyze program data for performance tracking and informed management decisions.
5. Coordinate data entry, cleaning, aggregation, analysis and reporting
6. Review CSF grantee progress reports and provide timely feedback
7. Participate in CSF grantee M&E capacity building activities
8. Conduct field monitoring and support supervision visits to CSF grantees
9. Represent CSF MEA in technical meetings and workshops
10. Conduct CSF Sub-grantee performance evaluation
Reporting:
The Senior Monitoring and Evaluation Specialist reports to the Senior Monitoring and Evaluation Advisor.
Requirement:

Required Experience and Academic Qualifications:
The proposed candidate must have:-
1. At least a Masters Degree in Monitoring and Evaluation, Public health, Business Administration, Demography, Statistics, Epidemiology or other related field.
2. At least 5- 7 years work experience in design and conceptualization of M&E systems and tools
3. Experience in conducting project assessments; particularly in measuring project outcomes. LQAS knowledge is an advantage.
4. Experience in designing complex M&E systems including database management
5. Excellent communication skills, including technical report writing, public speaking, designing and giving presentations to stakeholders
6. Familiarity with National HIV/AIDS and OVC indicators
7. Familiarity with using data analysis packages including, STATA, SPSS and EPI Info
8. Good analytical and writing skills and familiarity with program evaluation methodologies
9. Ability to provide technical support to a wide range of program implementers with varied M&E capacities
10. Ability to produce timely well written deliverables
