JOB TITLE: LEGAL OFFICER-MONITORING AND
COMPLIANCE
REPORTS TO : The Director Legal Services JOB PURPOSE:
To provide legal services, monitoring and enforcement of compliance by Licencees.

KEY RESPONSIBILITIES:
• Monitoring of license terms and conditions
• Review of permit and licenses
• Conflict and dispute resolution
• Legal Communication with stakeholders
• Cross-cutting task team assignment

Monitoring of permits and licences:
• Strengthen and disseminate industry competition rules, guidelines and protection of consumers.
• Monitor licensees to ensure adherence to relevant terms and conditions, the Electricity Act and other regulations
• Develop ethical codes and principles aimed at enhancing compliance.
• To review and advise the Authority on key legal issues arising from contracts entered into by licensees like power Purchase or sales Agreements, Concession Agreements , Fuel Supply Agreements . Implementation Agreements and any other Agreements
• To ensure compliance by permit holders and installation permit holders.
• To liaise with external counsel in enforcing compliance and follow up on judicial processes instituted or pending.

Review of permits and licences:
• To review existing permits and licenses and recommend amendments to Management
• Determine License and Permit withdrawal procedures.
• Sensitize public about key issues in licensing procedure and withdrawal mechanisms.
• Communicate compliance issues to licensee companies.

Conflict and dispute resolution:
• Prepare and update dispute resolution guidelines and handle customer complaints and disputes between ERA and other organizations.
• Analyze problems in the electricity sector and identify and evaluate alternative solutions.

Legal Communication:
• Work to ensure effective Legal communication from ERA.
• Communicate effectively in person, by telephone and in written correspondence with lawyers, clients, witnesses, court personnel, co-workers, and other business professionals.
• Participate in the relevant cross-cutting talk teams.

Minimum Education & Years of Experience Competencies and Experience
• Good communication and Interpersonal skills.
• Legal drafting skills.
• Mature, honest and must exhibit a high degree of integrity and confidentiality.
• Flexible and able to travel extensively.
• Ability to make quick, constructive and practical solutions

Job requirement

Qualifications
• A Law degree from a recognized university
• Postgraduate training in legal practice from Law Development Center.
• Masters degree in law and or ICSA would be of an added advantage.
• Working experience of at least three years in a busy office of a reputable organization or law firm.
• Between 28 and 35 years of age.

Salary and benefits
The successful candidate shall be paid a competitive and all-inclusive salary within levels of SB of ERA staff salary scales
