MAKARE UNIVERSITY LATEST JOB VACANCIES IN UGANDA: RECRUITMENT FOR PROCUREMENT OFFICERS(CAREERS IN UGANDA 2011)

Makerere University invites applications from suitably qualified persons for the following positions in the Colleges Sub-Procurement & Disposal Units (Sub-PDUs).

The applicants must submit their applications, curriculum vitae, certified certificates and transcripts (3 copies each set) giving full details of the applicant’s education, qualifications, work experience, present salary and naming three referees plus their postal/contact addresses.
The applicant must ensure that at least two referees have forwarded their references/ recommendations to the following address by 5.00p.m on the day of receiving applications.

(A) Post: Procurement officers (6 No.)
Salary scale: M6
Age limit: Not exceeding 50 years of age
Tenure of appointment: Permanent terms of service
Report to: Senior Procurement officer

Role: To ensure proper management and value for money for procurements and disposals handled by the Sub PDUs in Constituent Colleges under the delegated authority.

Key Activities/duties:
(i) To provide technical advice and guidance to the Sub-Contracts Committee (Sub-CC) and the User units in the College.
(ii) To provide Secretariat services to the Sub CC.

(iii) To receive procurement requisitions (PP Form 20) from User units in the College and prepare solicitation documents for procurements within the prescribed thresholds for the delegated authority.
(iv) To issue the solicitation documents to bidders.
(v) To receive and open the bids after closing the bid submission.
(vi) To nominate Evaluation teams, seek approval from the Sub CC and take the lead in evaluating bids for macro procurements.

(vii) To prepare Evaluation Reports and present them to the Sub-CC for approval.

(viii) To prepare and distribute the Agenda for the Sub-CC meetings.

(ix) To write minutes of the Sub-CC meetings.

(x) To prepare the Best evaluated bidder notices and the Contracts Committee decisions.

(xi) To prepare and issue the local purchase orders (LPOs) within the delegated authority thresholds after approval of the Evaluation Reports by the Sub-CC.

(xii) To prepare and submit periodic reports on the procurements and disposal activities to the Main Contracts Committee through the Main PDU.

Key outputs
(i) Procurement documentation properly compiled (including but not limited to solicitation documents, evaluation reports, Contracts Committee decisions and minutes).
(ii) Suppliers properly guided on procurement/contract procedures.
(iii) Local purchase orders and contract agreements.
(iv) Timely delivery of goods, services and works
(v) Procurement requirements of the organization compiled in time.
(v) Procurement & Disposal reports

Person specifications
a) Academic and Professional Requirements
(i) An Honors Bachelor Degree in procurement/purchasing or a related field.
(ii) A professional qualification in Procurement/ Purchasing such as The Charted Institute of Purchasing & supply (UK) or the equivalent.
(iii) A Masters degree in Procurement/Purchasing or a related field is an added advantage

b) Work Experience Required
A Minimum of two years experience in procurement is essential
c) Other Requirements
(i) Good interpersonal and communication skills.
(ii) Familiarity with the public procurement and disposal procedures.
(iii) Should be computer literate.
