About this job Position:

RTI International is seeking applicants for the Chief of Party role for the upcoming Uganda Indoor Residual Spraying (IRS) Project, funded by the US Presidential Malaria Initiative (PMI) through
USAID. Under this project, RTI and its partners would provide technical and logistical assistance to the Ministry of Health (MOH)/National Malaria Control Program (NMCP) to conduct a malaria prevention program through IRS. The successful candidate will supervise a team comprised of technical, financial, administrative, and seasonal staff in more than 15 districts.



Responsibilities:



· Serve as RTI’s key liaison between USAID/PMI, Ministry of Health (MOH)/National Malaria Control Program (NMCP) and other key stakeholders and partners;

· Serve as key spokesperson for USAID/PMI supported IRS program activities in the country and participate in the IRS technical committee;

· Provide overall technical and managerial oversight and direction for IRS program implementation, including annual work planning and reporting, operations management, procurement and logistics of IRS related commodities, monitoring and evaluation, capacity building, IEC, and environmental compliance activities.

· Responsible for ensuring continuous collaboration with designated representatives of USAID/PMI, MOH/NMCP officials at the national, regional and district levels and other partners;

· Prepare project reports and summary updates on progress of IRS activities to USAID/PMI, RTI, and other relevant stakeholders;

· Ensure data collection, compilation, and analysis of IRS program activities;

· Supervise a training program for host country government staff and seasonal employees who will implement the IRS campaign in the designated districts;

· Responsible for overseeing all administrative operations for the country office, including recruitment of staff and management of personnel issues; procurement, financial management and budgeting, office operations, and operational and technical support requests from the RTI’s Regional Office as needed;

· Supervises all country office technical and administrative staff;

· Ensure project compliance with US government and USAID contractual and regulatory obligations;

· Provide technical support to MOH/NMCP and District Health Teams for planning and management of IRS operations and related aspects of malaria control (e.g. monitoring and evaluation).

Job requirement

Minimum Qualifications Include: 


· Masters degree in public health, biological sciences, environmental sciences, entomology or related area;

· At least twelve years of professional experience working on donor-funded health programs, USG or USAID program experience highly desirable;

· Prior experience working on malaria prevention programs or other logistically complex health programs preferred;

· Demonstrated donor-funded program management experience to include client relationship management, developing program work plans, developing program budgets, managing program implementation, and fielding and managing STTA;

· Demonstrated success managing and leading technical and administrative teams;

· Strong organizational and interpersonal skills and ability to work in a team-oriented setting;

· Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGO’s, and other agencies;

· Strong computer skills: Microsoft Office Applications

· Experience in general business administration and financial management;

· Willingness to travel frequently;

· Fluency in English required; additional fluency in Swahili preferred.
