Human Resource Officer

Duty station: Northern Region
Role of the Position:
To support the strategic direction of the Northern Uganda Regional operations through the implementation of the HR strategic plan, programs and policies that are necessary to maintain a productive human resource.
Key Result Areas:
1 . To manage the recruitment and selection process at the Region
• Identify the recruitment gaps and draw recruitment plans
• Prepare advertisements and coordinate the interview process within the WVU policy
• Oversee the full induction process for new staff right from orientation to the end
• Manage and track staff probationary period
2. Performance Management:
• Monitor and provide support for the staff performance management processes
• Analysis of the performance agreements and annual appraisals
• Monitor the probationary period and end of contracts
3. HR Information management
• Monitor, update and manage staff records in the Region and provide accurate HR information for all stakeholders and for management decision making.
4. Staff Benefits and welfare Management
• Maintain and monitor accurate staff compensation and benefits record together with the benefits office
• Managing payroll for the project hired staff at the respective regions
• Plan and implement delivery of staff wellness and spiritual well-being programs in collaboration with the HR team.
• Administer implementation of the staff well-being policy/ initiatives
• Coordinate the critical incident debriefing for staff, that have undergone stress and/or trauma and be ready to provide referral services.
5. Management of Staff relations
• Provide technical guidance to management on government labor laws and changes in statutory requirements.
• Provide counselling to staff in different areas as may be required.
• Provide guidance on grievance and disciplinary procedures.
6. Reporting
• •Prepare and submit Regional HR reports and other briefs to Team Leader and the HR Manager. , - *
7. Exit management
• Carry out staff exit meetings with separating staff.
• Ensure that the exit process is compliant with the Labour Laws and the Organisation policies

Job requirement

Knowledge, Skills and Abilities
• First Degree and Post Graduate qualification in Human Resource Management, Business Management, Organizational Development, Organisational Psychology or other related.
• Extensive experience in Human Resource Management for a minimum of 3 years in a large busy organisation.
• Experience in managing the HR function of the organisation.
• Knowledge of normal organizational policies, labour law and legal requirements
• Good skills in conflict resolution/problem solving, teamwork, crisis management, training facilitation and coaching.
• Experience in working in a multi- cultural environment.
• High level of commitment and working with minimal supervision
