4) Position: Management/Geographical Information Officer (MIS/GIS)
Reports to: National DME Manager
Duty Station: National office.
Location: Kampala
Purpose of position:
To offer technical support in using computerized systems for the collection, storage, analysis, and management of information relevant to WVU projects/programs in the various priority sectors.
Key Result Areas
1. Develop and manage Information Systems including Program Management Information System (PMIS), Integrated M&E Database, and Geographical Information System, to facilitate quality program management
2. Track and maintain multiple sets of key indicators for WVU's priority sectors in line with the National Strategy.
3. Assist program/project staff in planning, designing, and implementing their respective and appropriate evaluation plans.
4. Work closely with the program staff at all administrative and technical levels to ensure that national-level data is available and reliable, and is usable for decision making and reporting.
5. Collection of geographical information relevant to WVU programs/projects. This includes use of GPS (global positioning system) tools in the field; and desk-based data capture-(digitizing) to convert paper maps to CIS datasets.
6. Create and maintain structures necessary for CIS data storage; i.e. developing the tools for loading/transferring GIS data between different systems.
7. Conduct data analysis and processing during research, baseline surveys and ministry review surveys.
8. Train program/project staff on 'state of the art' practices in information management and monitor usage; and performance of existing in-house program MIS with the aim of carrying out corrective maintenances. 9. Build and foster partnerships with other agencies working on MIS, GIS, population-based surveys and other studies and evaluations, and overall performance monitoring of the priority sectors for WVU

Job requirement

Knowledge, Skills and Abilities:
• University degree in IT related field or Geographical Information systems.
• Proven experience in database management and systems administration will be an added advantage.
• Ability to give attention to all details.
• Ability to work and build capacity of other staff.
• Must be willing to travel widely.
• Must be a team player.
