VACANCIES IN TECHNICAL SUPPORT UNITS AND WATER AND SANITATION DEVELOPMENT FACILITIES (WSDFs)

Introduction:
The Ministry of Water and Environment seeks to recruit specialists and Social Scientists in the Technical Support Units (TSUs) to reinforce its roles in monitoring and implementation of its mandate with Local Governments. Successful candidates should be ready to serve in any region of the country. Assignments will be one and half (11/2) years renewable contract and specialists can be posted to work in any part of Country. At the same time the Ministry has vacancies existing under the four Water and Sanitation Development Facilities (WSDFs) requiring urgent filling. Job Title: Procurement Officer
Number of vacancies: 4
Reports to: Regional WSDF Branch Manager
Role: Assist the functioning of the delegated Procurement and Disposal Unit (PDU) at the Water and Sanitation Development Facility to carry-out general duties related to supporting the procurement process, administration and records management at the delegated PDU.
Duties and Responsibilities:
1) Assist WSDF regional branch in preparation of procurement plans and subsequent incorporation to the overall Ministry of Water and Environment Procurement and Disposal Plans and participate in all activities involved in the procurement cycles.
2) Assist in drafting and review of bidding documents.
3) Prepare and submit bidding documents to Contracts Committee for approval.
4) Issue approved bid documents to approved providers.
5) Obtain copies of approved bidding documents and maintain a register of bids issued, bids received and arrange for the bid openings and ensure that all notices are appropriately publicized.
6) Manage evaluation of bids and submit the reports to Contracts Committee for approval.
7) Manage the delegated PDU archive of records system by among other things filing all relevant documents sequentially to ensure quick retrieval of information.
8) Ensure that contract management reports are in place.
9) Liaise with the MWE PDU on all procurement matters related to the WSDF regional branch.
10) Carry-out any other duties as may be directed by the Regional Branch ‘Manager.
Requirement:
Qualification:
• Degree in Procurement and Logistics Management/or Supply Chain Management from a recognized University.
• Professional qualification in procurement, logistics or supply chain management will be an added advantage.
Experience and Knowledge:
• At least two (2) years experience in procurement in a reputable organization.
• Knowledge and experience in local and central government procurement procedures will be an added advantage.
Salary: – USD/month
