VACANCIES IN TECHNICAL SUPPORT UNITS AND WATER AND SANITATION DEVELOPMENT FACILITIES (WSDFs)


Introduction:
The Ministry of Water and Environment seeks to recruit specialists and Social Scientists in the Technical Support Units (TSUs) to reinforce its roles in monitoring and implementation of its mandate with Local Governments. Successful candidates should be ready to serve in any region of the country. Assignments will be one and half (11/2) years renewable contract and specialists can be posted to work in any part of Country. At the same time the Ministry has vacancies existing under the four Water and Sanitation Development Facilities (WSDFs) requiring urgent filling. Job Title: Community Development Specialist

Thejob Position:
The Community Development Specialist will be reporting to the Team leader of the respective unit. The successful applicant will perform the following:

Duties and responsibilities:
1) Assist districts and town councils in developing realistic annual and quarterly work plans and budgets for community development / mobilization in line with the national strategies and sector guidelines/ schedules to local government (from households, rural growth centers, health centers and small towns/town councils)
2) Support the operation and maintenance of water and sanitation facilities and assist district local governments to generate and maintain a data base of existing and new water and sanitation committees and their functionality status with gender disaggregated data on the committee membership.
3) Promote Participatory Monitoring and Evaluation in the Water and Sanitation Sector at all levels and advise on the implementation of national policies, guidelines and strategies and plans for community mobilization (household, primary schools, health centers, tow councils and rural growth centers)
4) In collaboration with other team members, conduct organizational self assessments (OSA) of districts, sub counties, private sector organizations and NGOs/CBOs to determine and support their capacity for scaling up implementation of community mobilization activities through NGOs in line with the recommendations from the NGO pilot studies and the LG & NGO strategic Framework being developed.
5) Work with LGs to define capacity gaps, capacity development indicators and draw plans strategies for community development, capacity building and support LG capacity building plans.
6) Advice, assist and quality assure community development activities carried out by the LGs that are sector specific, support and strengthen the capacity of the district water office staff, District/Town Council Health Inspectorate staff and community development staff in the implementation of mobilization activities for community development to ensure efficient and cost effective utilization of available resources.
7) Support LGs to ensure that Community Development activities are allocated adequate funding during the planning process (in line with the sector guidelines for utilization of the district conditional grant) and thereafter ensure that the activities are implemented in a satisfactory manner following the agreed steps in software implementation.
8) Support the establishment of the District Water and Sanitation Coordination Committee (DWSCC) and ensure that operation and maintenance of water sanitation facilities is a regular agenda item in the committee meetings.
9) Support the district LGs in the preparation of monthly, quarterly and annual progress reports in the standard reporting formats availed to the districts.
10) Carry out any other work that will be assigned by the client or his representative through the respective team leader of the unit.
Requirement:

Professional Qualifications required:

• An Honors Degree in Development Studies, Social Sciences, or Social Work and Social Administration, with a minimum of Masters degree in Management related field is a must.

• He/she should have Eight (8) years of professional experience in community development work with at least three years in the water and sanitation sector.

• He/she should have good knowledge on decentralization in Uganda.

• Significant experience in implementation of projects with Local Governments and a good understanding of the Local Government regulations are essential.
Salary: - USD/month
