VACANCIES IN TECHNICAL SUPPORT UNITS AND WATER AND SANITATION DEVELOPMENT FACILITIES (WSDFs)

Introduction:
The Ministry of Water and Environment seeks to recruit specialists and Social Scientists in the Technical Support Units (TSUs) to reinforce its roles in monitoring and implementation of its mandate with Local Governments. Successful candidates should be ready to serve in any region of the country. Assignments will be one and half (11/2) years renewable contract and specialists can be posted to work in any part of Country. At the same time the Ministry has vacancies existing under the four Water and Sanitation Development Facilities (WSDFs) requiring urgent filling. Job Title: Water and Sanitation Specialist

The Position:
The Water and Sanitation Specialist shall report to the Team leader. The successful applicants shall perform the following duties.
Duties and responsibilities:
1) Assist the districts and Town Councils in developing realistic annual and quarterly work plans in line with national investment plans and strategies in relation to the water supply and water resources activities.
2) Assist local governments to generate and maintain baseline data and Management Information System.
3) Promote participatory monitoring and evaluation in the water and sanitation sector at all levels and advise on the implementation of national polices, guideline and strategies and plans for (urban and rural) water supply and sanitation, water for production and water recourses.
4) In collaboration with other team members conduct organizational self assessment (OSA) of districts; sub counties private sector organizations (PSO) and NGOS/CBOs guiding participants to identify engineering related capacity gaps.
5) Work with local governments to define capacity building indicators and draw plans and strategies capacity building and support local governments capacity building plans.
6) Advise, assist and quality assure the activities carried out by LGs that the sector specific and strengthen the capacity of the district water officer in project identification: study, design and preparation of project proposals, procurement management and supervision of works to ensure value for money
7) Introduce and promote appropriate technologies. Address technology issues related to the process of planning, costing implementing, maintaining, monitoring and evaluation
8) Carry-out any other work that is assigned by the client or his representative through the team leader of the Units
Requirement:
Professional Qualifications required:
• An honors degree in Civil Engineering, Water Engineering. A post graduate diploma or Masters degree in a water related field will be an added advantage.
• A minimum of six (6) years of professional experience, three of which should be in Water and Sanitation sector
• Significant experience in implementation of projects with Local Governments and a good understanding of the Local Government regulations are essential.
