WELSPRING MEDICAL CENTRE LATEST JOB VACANCIES IN UGANDA: RECRUITMENT FOR ADMINISTRATIVE OFFICER ( VACANCIES IN UGANDA 2011)

he Welspring Medical Centre is a health center whose goal is to provide health care to children and the vulnerable communities. It is one of the units under the West Buganda Diocese, funded through the UK based NGO, MEDCARE, whose vision is linking people and places together. The medical centre located at
Kamutuuza, 16km from Masaka, along Kampala – Masaka road has embarked on a new development plan which requires enhancing the staffing status. The centre therefore wishes to employ the following:
Position Title: Administration Officer
Scope of the Position:
The job holder is responsible for the day to day administration and management of the Health Center’s movable and immovable assets and the general supervision of the Human Resources employed by the Health Center.
Position Relationships:
Reports to the Well Spring Medical Centre Chairperson
Key Duties and Responsibilities:
• Puts in place initiatives that enhance results-oriented management and good corporate culture.
• Ensures compliance to policies and Standard Operating Procedures, including the development of policies and guidelines.
• Monitors the performance and roles of all staff members and co-ordinates the Staff Performance Appraisal exercise for all staff.
• Liaises closely with other staff to co-ordinate seamless implementation of the Health Center’s activities.
• Responsible for preparation of the annual Work plan and annual budget.
• Arranges for and supervises services such as cleaning, security and safety.
• Handles real estate management issues such as maintenance and repairs in accordance-with established guidelines and tenancy agreement.
• Coordinates annual requirements for office supplies, furniture and non road works-materials and consumables.
• Maintains schedules of preferred supplies of goods and services in order to support office activities.
• Checks and certifies all invoices and accounts relating to payment for goods, utilities and other services before payment is effected.
• Undertakes condition assessment of all assets at the Health Center and recommends required interventions.
• Oversees the operations of the stores at the Health Center.
• Co-ordinates annual leave schedule and other types of leave for all staff at the Health Center.
• Manages all payment requisitions.
• Ensures that staff members undergo training that is relevant to their roles.
• Responsible for the setting up and management of a proper records management system.
• Carries out administration of vehicles, including planning, allocation, maintenance, and insurance, vehicle registration, controlling and accounting for fuel and making regular reports.
• Follows up on all fuel supplies and clearance of goods including handling taxation matters.
• Prepares estimates for vehicle consumables, service and related repairs as an input to the Wellspring Medical centre budget.
• Prepares procurement documentation for the supply of goods.
• Prepares Annual Performance Reports and any other reports as and when required.
• Performs any other duties assigned from time to time.
Requirement:

Person Specifications:

The applicant should be a holder of a honors Bachelors degree in either Social Sciences (with Social Administration as one of the subjects offered), Business Administration, Management or equivalent attained from a recognized university plus at least two years relevant working experience. S/he must be computer literate with good interpersonal, communication and organizational skills.
Salary: - USD/month
